I'd be damn if these were for preservation somewhat so that they don't become lost media again.
The problem with sites like Twitter is that once you're big/popular enough you kinda need to be there because people expect you to have an account, otherwise some impostor will come in and pretend to be you instead.
I suppose you're lucky the guy who took your handle is a fan who just wants to keep your seat warm for if/when you want to return by the looks of it and is very honest about that, it could just as well have been a scammer.
